Hi Terry, 
both : 
a) suggestion is for CFLAGS as work-around
b) clarification as build use two preprocessor defines  :
- NDEBUG is defined for non-debug builds
- _DEBUG is defined for debug builds
(ref msvc{9}compiler.py)
