sys_setrecursionlimit-4.patch:

- enhance documentation and comments
- combined with end_rec_check.patch: make the lower-water mark monotonic
- add _Py_RecursionLimitLowerWaterMark() macro used by _Py_MakeEndRecCheck() and sys.setrecursionlimit()
